| Fully utilize all recruitment resources (local and National) to: |
| · Build a plan for recruitment when school access is not available |
| · Increase density (or market share) by 1% per year |
| · Develop and maintain school relationships |

| 2. Retention |
|
| Increase retention 1% per year through: |
| · Taking an “out of the box” approach to the delivery of training to include online, electronic and personalized training to meet the needs of units and leaders |
| · Identifying units losing membership, analyze the problem and assist them |
| · Providing training and support to enhance unit program |
|
| 3. Parental Involvement |
|
| Increase parental involvement, awareness and support of Scouting through: |
|
| · Tailoring a message to inform parents of the benefits and importance of Scouting |
| · Sending welcome information when a Scout’s application is processed |
| · Contacting parents directly to provide information, help and support |
| · Informing and training parents at Roundtable and utilization of Scout Parents |
|
| 4. Program |
|
| Deliver the Promise of Scouting through: |
|
| · Offering dynamic year round activities that support units |
| · Emphasizing Webelos crossover/transition |
| · Identifying, organizing and offering programs relevant to today’s youth |
· Help units achieve the National standards for Centennial Quality Unit |
