Leadership |
1. Develop strong unit programs that foster greater parental involvement and community collaboration |
· Utilize an “out of the box” approach to identify opportunities for collaboration with other organizations |
· Identify units needing additional leadership and by working with the chartered organization and utilizing resources such as ScoutParents generate greater parental involvement |
· Communicate directly with parents through an electronic newsletter with timely and informative information |

2. Review District organization |
· To ensure the number of traditional units, membership and District size per unit serving executive is within the National guidelines |
· Determine Quivira Council recommendations including acceptable guidelines on district size for both volunteers and professional staff |
· Determine the best allocation of resources to maximize the greatest opportunity for program delivery, membership growth and unit service |

3. Build strong and dynamic leadership of both volunteers and professionals |
· Fully utilize the new PDS system to help with professional career planning |
· Develop and institute mentoring for new staff (from both volunteers and fellow professionals) |
· Analyze volunteer structure at the Council and in all Districts to build “Two Deep” leadership |

4. Recruit, promote and support volunteer leadership |
· Identify, cultivate and recruit volunteers on a year round basis |
· Develop an “expectation for excellence” for volunteer leadership |
· Increase the number of trained adult leaders by 3% per year |
